Youth sized ATVs and dirt bikes are still banned. We need your help to continue to build enough pressure to get the ban overturned. It is unlikely that the Consumer Product Safety Commission (CPSC) will act to approve the Motorcycle Industry Council's petition to grant regulatory relief. This means we need Congress to act.

Dear,

I'm writing today as a citizen who enjoys riding ATVs / dirt bikes. I urge you to co-sponsor and support H.R. 1587 which will exempt youth model all-terrain vehicles and off-highway motorcycles from the lead content provisions of the Consumer Product Safety Improvement Act (CPSIA).

Although the powersports industry has demonstrated that the lead content in the metal parts of ATVs and dirt bikes pose no risk to children's health, the Consumer Product Safety Commission's (CPSC) recent approval of a final rule imposing strict standards for excluding products from the new lead content limits makes clear that CPSC will not provide relief for youth model ATVs or dirt bikes. Congress needs to step in and make immediate amendments to the CPSIA to ensure that reasonable exclusions can be made for these products, which are piling up in stores and dealerships across the country, needlessly resulting in millions of dollars in lost sales and costs at a time when our economy and these small businesses can least afford it.

But the unintended consequences of this ban go way beyond the business and financial ramifications - it affects me personally, and it affects family and friends who ride with their children, because it destroys the chance for families to enjoy these outdoor recreational activities together. AND it poses a potentially huge safety risk if, as an alternative to having the kid-sized vehicles available, parents opt to put their kids on larger, adult-sized vehicles. PLUS, there is mass confusion. Should kids who race in off-road competitions even go to events? Will parents be able to buy critical replacement parts for their kids' ATVs or dirt bikes, like brake pieces or valve stems? Everyone suffers: dealers, manufacturers, aftermarket, motocross event operators, and especially families with children who are being denied their right to ride. And ride safely.

When the new lead standard took effect on February 10, 2009, youth models of ATVs and dirt bikes designed and intended primarily for children 6 to 12 years of age became classified as banned hazardous substances and dealerships in our area were forced to remove these perfectly good products from showrooms. Components in youth model ATVs and dirt bikes that contain small quantities of lead such as valve stems on tires, aluminum in some brake components, and terminals on batteries, do so to address safety (such as machining the deep grooves on tire valves to assure tire air retention) or for functionality (such as the lead in battery terminals, needed to conduct electricity).

The sad irony is that these youth models were created with the support of the CPSC and consumer advocates to give children a safer alternative to larger, faster adult size models. These long-term efforts to promote child safety are now seriously jeopardized. In addition, youth rider training to encourage the safe and responsible use of ATVs and dirt bikes is jeopardized because new youth models and parts and accessories for them are no longer available. As an ATV / dirt bike rider, and one who has respected the law and encouraged responsible riding, I find this to be unacceptable. The lead in those vehicles does not pose a risk to children 's health. Congress needs to stop this ban - NOW.

I respectfully ask that you co-sponsor and support H.R. 1587 so youth ATVs and dirt bikes again will be available for sale and safe and responsible use.

Congress Votes to Close More than 2 Million Acres Nationwide to Off-Highway Vehicles

PICKERINGTON, Ohio -- By a 285-to-140 vote, U.S. House members on March 25 approved a bill that closes more than 2 million acres of public land nationwide to off-highway motorcycles, all-terrain vehicles and all other motorized vehicles, the American Motorcyclist Association (AMA) reports.

Following congressional maneuvering that breathed new life into the measure after it was defeated just a couple weeks earlier, the lawmakers approved H.R. 146, known as the Revolutionary War and War of 1812 Battlefield Acquisition Grant Program. This bill was formerly known as S. 22, the Omnibus Public Land Management Act of 2009.

Congress' first attempt to pass this measure, S. 22, was defeated two weeks ago in the House. However, following that defeat, the Senate leadership brought H.R. 146 to the floor, inserted the language from S. 22, and passed the bill on March 19 by a vote of 77 to 20.

It then went to the House for the March 25 vote.

"The measure unreasonably bans motorized recreation on 2.1 million acres of public lands by inappropriately designating it as Wilderness," said AMA Vice President for Government Relations Ed Moreland. "This is a sad day not only for responsible motorized recreation but also for a democratic process that is supposed to welcome public input and the opportunity for congressional review.

"For example, House members never debated more than 70 of the bills included in this package before the vote," he said.

The measure, which now goes to President Obama to be signed into law, consists of a daunting collection of more than 160 pieces of legislation and more than 1,300 pages of text.

Under the bill, areas where motorized vehicles won't be allowed include parts of the Monogahela National Forest in West Virginia; Jefferson National Forest in Virginia; Mount Hood, Badlands, Spring Basin and Copper Salmon areas in Oregon; Sabinoso in New Mexico; Riverside County in California; and Washington County in Utah.

U.S. Rep. Rob Bishop (R-Utah) noted in a House floor speech on Feb. 9 that "there are recreation restrictions in this bill.

"These (the AMA and other responsible recreation) groups' members include millions of off-highway enthusiasts, vacationing families, and small businesses involved in the system. And what they have pleaded with us to do is, quoting from the letter that many groups signed, 'It is our sincere hope that this Congress will develop a thoughtful approach to managing our public lands more than simply eliminating public access and creating additional layers of bureaucracy. Continued reasonable access to public lands is vitally important for current and future generations.'

"So why the rush on this particular bill?" Bishop asked. "And who are the losers, other than Americans who enjoy recreating on public land?"

Moreland warned that these kinds of threats aren't going to end.

"This land grab is just the latest effort by the federal government to restrict recreational access to America's public lands," he said. "AMA members responded to our calls to action and helped us shape the debate of this legislation.

"Our voice must grow stronger if we are to head off these and other threats in the future, and I encourage all motorcyclists to sign up for AMA's legislative alerts," he said.

"This is an email we sent to all our customers about the CPSIA. A Missouri state representative has created an easy way for everyone to send a letter to there senators, representative, and the CPSC by filling out just one form and clicking one button.

On February 10, 2009, today, a new law called the Consumer Product Safety Improvement Act went into effect. This law was created by Congress last August as a knee-jerk reaction to hazardous toys being imported from China (remember the Fisher-Price toy recalls). It bans all products sold for use by children which contain above certain levels of lead and phthalates. In the act, children is defined as anyone 12 or under, and the law is very broad in that it exempts no products from its purview.

How does this become an issue of importance to SourceMX Graphics?

All minibikes and pitbikes fall under this act, as well as ATV's sold for youths. As of today, all the major motorcycle and ATV manufacturers have instructed their dealers to remove all bikes and ATV's used by children from inventory and to cease advertising, marketing, selling, possibly servicing these products. The lead contained in these bikes is not in the paint; it's in the metal used for certain parts in the engines and electrical parts. Most dealers have also been instructed to stop selling parts and accessories for the bikes as well.

The Consumer Product Safety Commission, CPSC, which is the commission charged with enforcing this act has been asked by the motorcycle industry to grant a waiver to prevent the end of the motorcycle industry, but they are dragging their feet. As a result, minibikes and pitbikes became illegal today.

What can you do about this?

We are sending this email to ask you to band together as the motorcycle community to tell the bureaucrats in Washington, DC that they need to act and act now to stop this from hurting the motorcycle industry any more.

This campaign relies upon everyone who is involved in any way with motorcycles and racing to get involved and send a message. To make this easy, Representative Self has created a website with a form which can be used to generate letters to all the involved officials. Every member of your family who is a citizen of the US must be encouraged to send in this letter. Contact everyone you know who is involved in racing and get them to send a message. It is important that Washington DC be totally swamped with emails and phone calls about this, and it must happen right now!

2009 Amateur National Motocross Championship Regional Schedule

Morgantown, WV (November 5, 2008) -- MX Sports, producer of the Air Nautiques/AMA Amateur National Motocross Championships at Loretta Lynn's Ranch in Hurricane Mills, Tennessee, has finalized the schedule for the 2009 Air Nautiques/AMA Regional Championships.

The 12 Regional Championships coincide with the 7 different regions across the country and provide the second and final stage of the qualification process. The Regional Championships consist of a three moto format and longer motos in an effort to prepare the participants for the three twenty-minute motos at the National.

“Thousands of riders attempt to qualify for the AMA Amateur National at Loretta Lynn's, yet many will only make it as far as their Regional Championship. Therefore, we want to insure that our members are treated to the most fair and professional event possible,” says the American Motorcyclist Association's Kevin Crowther. “The AMA and MX Sports worked together to create this year's schedule, and we're pleased with this year's AMA Amateur Regional Championship line-up.”

“When selecting the tracks we have to be mindful of their location within the region, the size of the facility and the ability of the organizer,” says MX Sports Director Tim Cotter. “We are confident that the 2009 selections meet these high standards.”

OEM manufacturers provide technical support at every event and offer substantial contingency programs for the participants. The amateur team members often view the Regional Championships as the second biggest race of the year for their individual programs.

Kawasaki Team Green Motocross Supervisor Ryan Holliday remarks, “The Regional qualifier events are important to Kawasaki for several reasons. One is that this is final step for our riders to qualify for the AMA Amateur National Championship. Second, it provides a great opportunity to have our Kawasaki support vehicles on the road attending regional level events where they can provide technical assistance and service to all Kawasaki riders in attendance. We recognize the importance of supporting racers at all levels across the country and the regional qualifiers enable us to reach thousands of our customers in just a few weeks and hopefully welcome some new customers to the Kawasaki family along the way.”

Additions to the schedule for the 2009 season include a South Central Youth Regional in Lake Whitney, Texas. “It is an honor to have Lake Whitney run as a part of the most prestigious motocross program in the country,” says Alan McWilliams, operator of the Lake Whitney track. “We can't wait to get our race started.”

Also, the famous Budds Creek MX Park in Maryland, host of the 2007 FIM Motocross of Nations, joins the Regional Schedule for the first time in over a decade. “It has been a long time since we have hosted a regional at our facility,” says Jonathan Beasley. “We are excited about the opportunity to showcase Budds Creek to the Youth riders in the Northeast.”

2009 Enduro Schedule Announced

The American Motorcyclist Association (AMA) announced today the 2009 schedule for the AMA National Enduro Championship Series. In addition to two new venues, this year's schedule welcomes the historic Alligator Enduro back to the national calendar.

"We're very excited about the 2009 schedule," said AMA Off-Road Director Chuck Weir. "We worked very closely with the National Enduro Promoters Group to put together a program that offers our racers and fans variety, exposure and, of course, the challenging terrain and great riding that they demand."

This year's championship will begin on Jan. 25 in the Manchester State Forest near Wedgefield, S.C. The 10-round championship will culminate on Oct. 4 in Upland, Ind.

One highlight is the return of the famed Alligator Enduro to the National Enduro Championship Series. Although the Alligator Enduro has long been an AMA Sports-sanctioned event, in recent years it has not been a national. For 2009, the historic event will once again help crown the national enduro class champions. The 2009 Alligator Enduro takes place on March 5 off Tomoka Farms Rd., just south of International Speedway Blvd. in Daytona Beach, Fla.

The two new stops on the calendar include the June 21 race in Upton, Wyo., and the June 28 race at the Bull Run Guest Ranch near Great Falls, Mont. The complete schedule is below.

The AMA National Enduro Championship Series dates to the 1920s and is one of the longest-running national motorsports championships in the world. The series features AMA Sports-sanctioned events and remains one of the country's premier off-road racing series, giving both amateur competitors and the country's fastest enduro racers a place to race.

MX Sports Announces 2009 MX Changes

LAS VEGAS – MX Sports is pleased to announce the first round of significant improvements that are in store for the 2009 AMA Toyota Motocross Championship presented by FMF. MX Sports has been promoting and managing Motocross and off-road racing events since 1972 and is taking the necessary steps to ensure that American Motocross continues to generate fans and sponsors, while maintaining the position of the leading Motocross series in the world with the best riders and tracks.

In conjunction with the announcement of the 2009 schedule and the move to Saturday races and a single-day program, MX Sports is please to confirm the following additional changes:

2009 Television
The first major announcement is that a minimum of three rounds of the series will be broadcast live on Speed TV. The rounds that are not aired live will be same-day coverage, with the races being shown at 10 p.m. on Saturday nights (7 p.m. on the west coast), while the 250cc class will be shown on the following Tuesdays. In addition, the first set of motos will be broadcast live and free on the internet. The Women’s Motocross Association, which will expand to eight rounds, will also receive Speed TV and live internet coverage.

Class names
Each of the two professional classes will receive a new name, with the goal to better identify the classes to the fans. The classes will be renamed from Lites to simply 250, while the Motocross class will be renamed the 450 class. This name format, a return to the traditions of the sport, allows for easier recognition for the fans while clearly identifying the size of the motorcycle.

Race day format
The format on race day will also see a change as the premier class of 450cc bikes will be the first on track for both motos at each event, followed by the 250cc class. The 2009 AMA Toyota Motocross Championships will incorporate the traditional two-moto format; 30 minutes plus two laps.

#1 Plate required
Previous year champions for each class will be required to run the #1 plate if they are defending their championship.

Open rear number plates
The rear number plates on each side of the motorcycle will be no longer be required to display a colored background with the riders number. Riders and teams may use this space to showcase sponsor logos and their names, while maintaining the traditional numbering system on the front. With the advance of transponders and digital scoring, MX Sports is giving this space over to the riders and teams.

In the crucial areas of event operations, MX Sports is pleased to announce that former AMA Motocross Series Manager Jeff Canfield and AMA Motocross Timing and Scoring Director Conrad Young have joined the MX Sports staff in order to assure that the series runs seamlessly from an operational standpoint. Their professional knowledge and experience will assure that the races operate smoothly.

Leading up to the opening round of the 2009 AMA Toyota Motocross Championship, MX Sports will be working closely with the National Promoters Group (NPG) and our industry partners, sponsors, riders and enthusiasts on many other significant operational and event improvements, which will be announced in the near future.
